Their 49cc engines are designed to fall below the engine size and top speed levels that would require a scooter to be licensed as motorcycles in most states. If the engine were larger, riders would also need to have a motorcycle endorsement on their driver’s license. Scooters cannot be ridden on Florida highways, which generally have a 40mph minimum speed. An important exception is South Roosevelt Blvd along the island’s south shoreline. Although it is technically part of US Highway A1A, the speed limit on Roosevelt is 30mph, so it is fine to ride a scooter to popular spots like Higgs Beach, the Edward B. The speed limit in Old Town is 20mph, so these vehicles are very useful for getting around the heart of Key West. The Key West city limits include most of Stock Island, and US1 crosses onto Stock Island with a 35mph limit, but be very careful of the busy highway traffic.
